Founded in Istanbul in 2006, D-CAT Group works across information technology under the motto “Innovation keeping standards”.

PUBLIC SECTORSMART CITIES
The public sector arm of the group. Led by smart city solutions, it carries D-CAT Technologies' products and capabilities into the public sector, and is the group's single point of contact through tender, project and integration processes.

The group's Estonia-based international backbone supports overseas operations, international invoicing and service infrastructure.
TELECOMSMPP WHOLESALE
Wowicom is the telecom operation of the group. It provides wholesale SMPP (Short Message Peer-to-Peer) traffic services in Türkiye and international markets.
Ecosystem
The agentic infrastructure built in enterprise projects feeds the business objects of AgenticObjects, and those objects feed the platform engine behind Gurulize. Models scaled on Gurulize move into WIT Labs products; behavior and interaction data gathered from those products flows back into enterprise products. D-CAT Group is the whole of this closed loop.
Thesis

Enterprise software is moving from offering tools to taking on part of the work. SaaS centers on access to software; Service as Software centers on the outcome the software produces.
In operational terms this is Agentic as a Service: auditable agent services that analyze, recommend and act, and that can show the source and the reasoning behind every output. D-CAT Group applies this thesis across three layers: proven in the enterprise, scaled through platforms, carried into everyday life.
Founder of the group and Agentic Principal, Ali Yıldırım personally owns the initial agent architecture, control philosophy and product integrity across every group product. Speed belongs to the agents. Control stays with us.

Presidency of the Republic of Türkiye
Authorization to provide IT services to public institutions in Türkiye. The legal and operational basis for projects run with state bodies, state owned enterprises and municipalities.
Public tenders
Work completion, work experience and qualification documents for public projects are shared on request during tender processes.
The certificates are issued to individual group companies; in tender and procurement processes the relevant company's current document is shared.
